How do you actually use notes/reminders without letting them pile up?

I keep writing down tasks or ideas that feel important in the moment, but then a few days later I realize many of them are still sitting there untouched. Usually something “more important” comes up, and the note just gets pushed down. So now my notes are partly useful, partly a graveyard of unfinished intentions.
